1. ENVIRONMENT AND SOLID WASTE MANAGEMENT
H.E. CECM Francis Foleni Thoya
This Department is charged with the enforcement of waste management policies, regulations and guidelines.
It is also further responsible for the removal, transportation and disposal of solid waste. The Department shall control air and noise pollution. Mombasa must anticipate and mitigate against ravages of rapid urbanization.
2. DEPARTMENT OF EDUCATION AND DIGITAL TRANSFORMATION

This Department will manage the formulation and implementation of policy on early childhood
education and Technical & Vocational training.
This is over and above formulating digital
transformation policy ,County Institution,
Mombasa County Elimu Development Corporation.
The Mombasa County Elimu Development Corporation is mandated to provide partnership and coordination in the resource mobilization and promotion of technical, financial and human
resource towards quality access to information, child care and education from local, regional and
international partners.

Elimu Fund
The Elimu Fund is mandated to receive monies meant for bursary and education loans from the
County Treasury and development partners and administer the same to beneficiaries from the
County of Mombasa.

3. DEPARTMENT OF FINANCE AND ECONOMIC PLANNING

The stability of the county’s economy for sustainable development is anchored on the pillar of a stable macroeconomic framework.
The Department of Finance and Economic Planning will therefore be responsible for developing and managing the macroeconomic policies of the county.
This Department will also be responsible for supervision and monitoring of the constitutional,
legal and responsible management of the economy and public financial operations.
The County Treasury will also be responsible for providing oversight of all financial institutions including duly gazetted County Funds.

4. DEPARTMENT OF HEALTH
CECM Dr. Swabah Ahmed Omar
This Department will be responsible for the development of policies aimed at the provision of
high quality and affordable health care for the people of Mombasa.
It will also be charged with amongst other functions the development of a well-trained and motivated workforce of health professionals, the ability to adequately respond to any public health related issues & emergencies and will have the added focus on preventive healthcare and the responsibility of encouraging private sector investment in the sector.

Coast General Teaching and Referral Hospital
This is Mombasa County’s level five, multispecialty hospital overseeing four regional level four hospitals as a body corporate. Coast General Teaching and Referral Hospital draws its legal basis from Section 182 of the Public Finance Management Act 2012.
The Board shall remain as presently constituted.
5. TRANSPORT AND INFRASTRUCTURE

A key task of this Department is to position the county as the logistics hub of the region by creating a modern and efficient transport system for goods and services within the county of Mombasa.
Building on the achievements of the immediate former administration, this Department will have
an added focus on water transport infrastructure and services.

Mombasa Roads Authority
Bill to establish establish the Mombasa Roads Authority to he presented to the assembly.
This shall be a body corporate mandated to maintain and develop county roads and provide services to third parties on commercial basis as a revenue source for the county.
6. WATER, NATURAL RESOURCES & CLIMATE CHANGE RESILIENCE
CECM Ms. Emily Achieng Okello
The department will be tasked with the responsibility of ensuring that the people of Mombasa have good access to clean, safe, adequate and reliable water supply.
Further, the department will be responsible for developing and deploying new and renewable energy to supplement the energy requirements of the country
Further, the department will be responsible for the development, coordination and implementation of climate change adaptation and mitigation policies, programmes and initiatives.
In addition to the above, the Department shall follow regional and international climate
negotiations and ensure compliance with international commitments taken by Mauritius under the United Nations Framework Convention on Climate Change and the Kyoto Protocol.
Moreover, it shall be charge with the reticulation of water supply as well as the implementation
of alternative sourcing of potable water for domestic and industrial use in the county.

Mombasa Water and Sanitation Company
This company was established in March 2011 with the mandate to provide cost effective and
affordable quality water and sanitation services to the residents of Mombasa County.
The Board shall remain as presently constituted.
7. LANDS, URBAN RENEWAL AND HOUSING
CECM Mr. Mohamed Hussein Mohamed
This Department is tasked with addressing the perennial land question and to close that debate
in a just and fair manner acceptable to the people of Mombasa.
It will also be responsible for policy on provision of affordable and adequate housing, as well as policies on land consolidation.
8. PUBLIC SERVICE ADMINISTRATION YOUTH, GENDER, SOCIAL SERVICES AND SPORTS
CECM Mr. Kenneth Muigai
Mombasa is rich in sports talent that needs to be tapped and nurtured to create a rich and vibrant
industry for development of our youth and economy.
This Department is a successor to the
Department of Youth, Gender and Sports. It will be tasked with the development of sports and
the arts as industries for wealth and employment creation and also as tools for national cohesion
and de-ethnicization of the Kenyan society.
Moreover, the Department will also ensure social security, welfare and inclusion for vulnerable
groups while addressing child welfare policies and family protection.

Mombasa County Consolidated Revolving Fund Board
This is a fund established under the Mombasa County Consolidated Revolving Fund Act 2016 to
offer zero interest credit to the youth and women of Mombasa.

9. BLUE ECONOMY, AGRICULTURE AND LIVESTOCK

Agriculture continues to be a vital sector of the economy. It is currently the mainstay of the
Kenyan economy and the largest provider of self-employment.
As a county, Mombasa is not primarily arable but we intend to shift to modernizing and ensuring the attainment of a food secure Kenya through value addition.
10. TOURISM, CULTURE AND TRADE
CECM Mr. Mohamed Osman
This Department will formulate an industrialization policy in line with vision 2030, and will be instrumental in ensuring that Mombasa’s goods and services find ready market in both national and county markets.
It will also focus on value addition, promotion of cooperative ventures, micro and small businesses and the promotion of Buy Mombasa goods and services.
As the one of the first formal settlement cities in Kenya, Mombasa has an amazingly rich cultural
heritage.
This Department shall manage the planning and policy surrounding culture.

The Mombasa Investment Corporation is an entity enacted through a county bill through which the County Government of Mombasa shall promote and facilitate local and international
investment into Mombasa.

Mombasa County Directorate of Liquor Board
The Body is established pursuant to paragraph 4 of Part II of the Fourth Schedule to the
Constitution and for ensuring compliance with the laws and regulations stipulated in the
Mombasa County Liquor Licensing Act, 2014 that includes to regulate the production, sale, distribution, consumption and outdoor advertising of alcoholic drinks and conformity to
certain heath, social and infrastructural requirements and protect underage persons from access and exposure to liquor;

THE OFFICE OF THE GOVERNOR OF MOMBASA
THE EXECUTIVE OFFICE OF THE GOVERNOR
The Executive Office of the Governor (EOG) which will be the Governors Front office, and will be
headed by the Chief of Staff and will consist of Senior Advisors to the Governor whose role will be to advise the Governor in the performance of his mandate.
The EOG is organized in accordance
with the wishes of the Governor and is directed by staff chosen by the Governor.
The tenure and durability of an Executive Office advisory position is dependent upon its usefulness to the Governor.
The Senior Advisors will advise the Governor in such matters as he may direct, and at the specific request of the Governor, will get information, condense and summarize it for his use.
THE OFFICE OF THE DEPUTY GOVERNOR
The Office of the Deputy Governor is established by the Constitution of Kenya 2010 and
operationalized by the County Government Act 2012.
This office shall facilitate the work of the
Deputy Governor as the Principal Assistant to the Governor and the Deputy Chief Executive of the
County Government as envisioned by the law.
OFFICES IN THE EXECUTIVE OFFICE OF THE GOVERNOR (EOG)
Chief of Staff – Dr. Noah Akala
The Office of the Chief of Staff is responsible for directing, managing and overseeing the staff &
directorates in the Office of the Governor.
He is responsible for the correspondence and
communications to and from the Office of the Governor.
He shall further be responsible for the
articulation of the Governor’s policy to internal and external County Government stakeholders.
