
NAIROBI, Kenya, May 23 – President William Ruto on Tuesday nominated Mary Wanyonyi Chebukati for appointment as Chairperson of CRA
The nominations were made on recommendation of the Public Service Commission (PSC).
Commission on Revenue Allocation
The President nominated CPA Mary Wanyonyi for appointment as the Chairperson of the CRA.
Mary Wanyonyi is a Certified Accountant and a Certified Mediator who also holds a Master’s degree in Business Administration and a Bachelor of Commerce (Accounting).

She has had a stellar career in accounting spanning over three decades. She is currently serving the nation as the Senior Deputy Accountant General and Head of Accounting Unit in the Ministry of Lands, Public Works, Housing & Urban Development.
The nominee has previously served as a Council/Board Member of various State Corporations and State Agencies including:
- The Cooperative University College
- Kenyatta National Hospital (KNH)
- Maasai Mara University
Salaries and Remuneration Commission
The President nominated Dr. Phyllis Wambui Wagacha for appointment as a member of the Salaries and Remuneration Commission representing the Public Service Commission.
Dr. Wagacha holds a Doctoral Degree in Information Sciences, from Moi University.
The nominee has previously served at Kenya Institute for Public Policy Research and Analysis (KIPPRA), Kenya Bureau of Standards (KEBS), Kenya National Library Service (KNLS) and International Committee for Social Science Information and Documentation.
The nominations were made pursuant to Articles 215 (2)(a) and 230 (2)(b)(ii) of the Constitution of Kenya.
Article 215 (2)(a) of the Constitution provides that the President shall appoint the Chairperson of the CRA on the recommendation of the PSC.
Article 230 (2)(b)(ii) of the Constitution provides that the President shall appoint a member of the SRC representing the Public Service Commission on the recommendation of the PSC.
The nominations were preceded by a competitive recruitment process undertaken by the PSC.
At the conclusion of the exercise, the PSC recommended to the President and Government the appointment of any of the following persons:
- CPA Mary Wanyonyi
- Mr. Thomas Ludindi Mwadeghu
- Ms. Felicity Nkirote Biriri
The nominations will now be considered by the National Assembly.
If the National Assembly approves the nominations, the President will then gazette the appointments.
The appointments of the Chairperson of the CRA and the member of the SRC representing the Public Service Commission are critical to the effective functioning of these important institutions.
The CRA is responsible for the equitable allocation of revenue raised by the national government to the 47 counties.
The SRC is responsible for setting and reviewing the remuneration and benefits of all public officers
